"The primary purpose of the consensus committee was to make recommendations designed to improve the utility of the cardiovascular listings for evaluating disability claims by improving the sensitivity of the listing criteria to identify individuals who meet SSA's definition of disability, that is, those who are no longer able to engage in substantial work activities."
